2020 - 2040 Comp Plan
On May 5, 2021, the Garden Plain City Council adopted the 2040 Comprehensive Plan as the official document that outlines the plans for future growth and redevelopment of established areas of the City. By its name, the plan is “comprehensive” in scope and outlook, meaning it covers a broad range of big picture planning issues that influence growth and development. Examples include roads, utilities, parks, amenities, and environmental considerations. It also expresses items such as building better places for people to live, work, and play in the community. The true value of the plan comes in its use as a guide for community decision makers, providing a clear set of goals, policies, and strategies to set forth a framework for Garden Plain’s growth while retaining our local heritage and identity.
City Code/Zoning Code
The Garden Plain City Code establishes the laws of the city. They cover zoning, traffic, speed limits, law enforcement, and municipal regulations.
The city's zoning code is included in the City Code as Appendix C. In Kansas, zoning code is adopted by local ordinances and regulates land use, building heights, setbacks, density to management development. They define what can and cannot be built in certain zoning districts.
City Council Strategic Plan
The Garden Plain City Council's strategic plan states long-term, vison, mission, goals, and priorities for the community. It sets priorities for the Governing Body for long term vision, goals, and priorities. It helps align community growth and development, budget allocations, policy decisions, and city services to meet the defined need of the community over a several year time frame.
The vision of the Garden Plain City Council is a thriving community with an expanded tax base; a city organization providing trustworthy service.

Housing Strategic Plan
In 2023 the City of Garden Plain began a housing assessment process in order to determine and prioritize housing needs in the community. Over the past few years, a new Comprehensive Plan, Capital Improvement Plan (CIP), and City Council Strategic Plan have been developed. All of these documents speak to the need for additional housing of all types, sizes, and price points; both owner-occupied and rentals.
The housing strategic plan was developed as a result of the housing assessment study and multiple community engagement meetings and listening sessions, and in consultation with local realtors and developers.

Water PER
In 2025 the City of Garden Plain worked with Jacobs Engineering to develop a Professional Engineering Report (PER). The PER evaluated the current and future water supply needs, capacity, and infrastructure for the City.
The PER determined the need for additional water storage, in the means of a larger water tower or an additional 300,000 gallon water storage tank, as well as new water wells for additional drinking water sources.
The PER was 100% funded by federal grant monies administered by Kansas Municipal Utilities (KMU).
WW PER
In 2024/2025 the City of Garden Plain worked with Kirkham Michael Engineering to develop a Professional Engineer Report (PER). The PER evaluated the current and future wastewater supply needs of the community, including capacity and infrastructure.
The results of the PER lead the City to meet with KDHE, and with their recommendation and approval, is working to transition from the existing wastewater treatment plant to Lagoons. The City applied for, and was awarded, a low interest loan from the state in the amount of $5 M, with $2 M of the loan "forgiven".
