All members serve two-year terms. City elections take place in the fall of each year, with two council members and the Mayor up for election in odd-numbered years, and three council members in even years. The mayor is recognized as the head of City government for ceremonial purposes. The mayor conducts council meetings and executes contracts, deeds and agreements on behalf of the City, but has no vote, except as a tie breaker. The Council President generally fulfills this role when the Mayor is not available.me.
