City Staff
Garden Plain operates under the Council/Administrator form of government. Under this type of local government, the City Administrator manages the day-to-day business of the City and it's services. The Mayor, with the approval of the City Council, appoints the City Administrator to serve as chief administrative officer.
City Administrator
Kelly McElroy was appointed City Administrator of Garden Plain in 2023. She has served in local government and non-profit administration for over 20 years. She holds a Bachelor of Science in Political Science, a Master of Public Administration with emphasis on economic development, and is a Certified Public Manager (CPM) through KU. Prior to serving in Garden Plain, Kelly was the Newton City Manager, Assistant City Manager & Development Director; the Goddard Development Director & Zoning Administrator; Executive Director of the Regional Economic Area Partnership (REAP); Director of Administrative Services for the Workforce Alliance of South Central Kansas; and the Assistant to the City Manager for the City of Edmond, Oklahoma.

City Clerk
Kimberly McCormick has served the City of Garden Plain as City Clerk since 2015. As City Clerk, Kimberly is the official custodian of records and is responsible for all aspects of the Kansas Open Records Act (KORA), Kansas Open Meetings Act (KOMA), maintaining official city records, ordinances, resolutions, contracts, and municipal code. Additionally, she is responsible for recording meeting minutes and serves as a liaison between the Mayor, City Council, and residents. Kimberly is also responsible for accounts payable, payroll, human resources, and assisting with the preparation of the annual City budget. She has obtained the prestigious designation of Master Municipal Clerk (MMC) and is a member of the City Clerks Association of Kansas and the Government Finance Officers Association (GFOA).

Police Chief
Bryan Crownover was appointed as Chief of Police in 2025. Prior to Chief, he was a Lieutenant with the Garden Plain Police Department. Crownover has spent his life as a public servant. When he was 19 he joined the Air National Guard and served 9 years including being activated during Desert Storm. Following his military service he obtained a bachelor’s degree in criminal justice from Washburn University. Crownover’ s 35-year law enforcement career includes 5 years with the Shawnee County Sheriff’s Department and 21 years with the Kansas Highway Patrol. While with the Highway Patrol he was a K-9 handler, Range Master, and EMT. Crownover has also completed the FBI’s Executive Leadership Institute and the Kansas Police Administrators Seminar. The police department team also includes several part-time officers, including Chris Freund and Derreck Gross.

Public Works Superintendent
Tylor Struckman has served the City of Garden Plain since 2023 and brings over 20 years of experience in public works and non-profit local government service, training, and administration. Prior to the City, Tylor worked as an OSHA and DOL certified safety inspector and trainer for Kansas Municipal Utilities (KMU), and as Public Works Director for the City of Goddard, Kansas. Tylor has extensive experience in water, wastewater (sewer), stormwater, streets, parks, recreational facilities and more. The public works team also includes three public works technicians - Brian Helten, Zach Meyers, and Jim Laughlin.
