City Administration
Garden Plain operates under the Council/Administrator form of government. Under this type of local government, the City Administrator manages the day-to-day business of the City and it's services. The Mayor, with the approval of the City Council, appoints the City Administrator to serve as chief administrative officer.
Kelly McElroy
City Administrator
Kelly McElroy was appointed City Administrator of Garden Plain in 2023. She has served in local government and non-profit administration for over 20 years. She holds a Bachelor of Science in Political Science, a Master of Public Administration with emphasis on economic development, and is a Certified Public Manager (CPM) through KU. Prior to working in Garden Plain, Kelly was the Newton City Manager, Assistant City Manager & Development Director; the Development Director and Zoning Administrator for the City of Goddard; the Executive Director of the Regional Economic Area Partnership (REAP); Director of Administrative Services for the Workforce Alliance of South Central Kansas; and as the Assistant to the City Manager for the City of Edmond, Oklahoma. Kelly is passionate about servant leadership and providing trustworthy, effecient, and effective local government services.
City Clerk
Kimberly McCormick has served the City of Garden Plain as City Clerk since 2015. As City Clerk, Kimberly is the official custodian of records and is respnsible for all aspects of the Kansas Open Records Act (KORA), Kansas Open Meetings Act (KOMA), maintaining official city records, ordinances, resolutions, contracts, and municipal code. Additionally, she is responsible for recording meeting minutes, ordinances, resolutions, and serves as a liaison between the Mayor, City Council and residents. Kimberly is also responsible for accounts payable, payroll, and assisting with the preparation of the annual City budget.

Utility Billling/Court Clerk
Bonnie Kopper has served the City of Garden Plain as the Utility Billing/Court Clerk since 2006. Bonnie assists the City Attorney and Judge with Court proceedings and records; is responsible for utility billing (water/sewer/stormwater/natural gas/trash/recycling); and staffs the Planning Commission. Additoinally, Ms. Kopper acts as the Zoning Administrator, handeling building permits, licensures, and more. Bonnie has served as the special events coordinator for the community, including the annual Vintage Market in early June.
